Certification

Certification is one of the forms to comply with requirements of technical regulations, standards, additional regulations, and specific treaties.
VNIIS is engaged in a wide range of activities in the area of certification and declaration of conformity for products, services, and management systems. The Institute provides methodological assistance with compliance to the Russian technical regulations.

July 18, 2010. New unified forms of certificates for the Customs Union that includes the Russian Federation, Republic of Belarus, and Republic of Kazakhstan are adopted.

Declaration of conformity - is a document that guarantees the correspondence of products or processes (such as production, development, building, installation, transportation, storage, sales, and utilization), services and other commercial, research or scientific activities to the current technical regulations, standards, agreements, treaties, contracts and other regulations.

A declaration of conformity can be either mandatory or voluntary.

The mandatory declaration of conformity includes two forms: - mandatory certification and declaration.

Mandatory Certification is a compliance with the requirements of technical regulations, directions and other documents adopted and enforced by the current laws of the Russian Federation and the authority of the Russian government. The mandatory certification is a required condition for a product to be permitted for sales on the market of the Russian Federation.

Declaration is a two stage process: 1) preparation and submission of a declaration and accompanying documents and 2) registration of the declaration in a corresponding registration body.

Currently both of the above described forms of the mandatory declaration are adopted by the Russian Federation.

Important: Currently new technical regulations are being developed by the Russian Federation as statutes of an earlier adopted (framework) law. VNIIS is actively engaged in the development of these statutes. The adoption of the statutes is a rather complicated process that will take several years before completion.

During the transition period the products that require the mandatory certification (declaration of conformity) are presented on the website of ROSSTANDART (the Russian Federal Agency for Technical Regulation and Metrology). The information includes the documents describing the major requirements.

Important: The new technical regulations are adopted on a statute by statute basis. After the adoption of a particular statute the products covered by this statute are regulated by the statute (the statute supersedes the previously enforced regulations).

Voluntarily declaration (voluntarily certification) This type of declaration is commonly used as a competitive advantage. Voluntarily declaration is of a particular importance in cases when the marketed products or services conform to the international standards, or to the standards of the supplier's own country of residence.

The voluntarily declaration is done under the provisions of the voluntarily declaration systems. There are more than 700 systems of the voluntarily declaration that VNIIS offers to its clients.
