VNIIS provides an access to the markets of the unified customs territory of the Customs Union (Russian Federation, Republic of Belarus and Republic of Kazakhstan) and assistance in obtaining certificates, permits, and other approval documents issued by different Federal Executive Authorities of the Russian Federation.

Provision of Permits and Approval Documents for Entrepreneurs

VNIIS is included in the Unified List of certification bodies of the Customs Union. VNIIS therefore can issue certificates of conformity and register declarations of conformity for products included in «The Unified List of products subject to mandatory conformity assessment within the certification framework of the Customs Union». The certificates are recognized within the Customs Union.

VNIIS assists in obtaining the following approval documents issued by the Russian Governmental officials:

• Certificates of State Registration for conformity to the unified sanitary-epidemiological and hygienic requirements. The requirements are developed by the Federal Supervisory Service for Consumer Protection and Human Welfare (Rospotrebnadzor). The requirements are applicable to the products marketed in the Customs Union;
• Certificates of conformity to the fire safety requirements. The requirements are developed by the Emergency Control Ministry;
• Permits to use the special-purpose equipment in hazardous industrial environments. The requirements for the permits are developed by the Federal Environmental, Engineering and Nuclear Supervisory Service. Such permits are required for certain categories of products that are imported, sold, or used in the Russian Federation.
