Recommended Certification Procedure

Step 1. Information about intention

If you (or your customers) are interested in exporting goods or services to Russia and need to clarify, whether mandatory certification or declaration of conformity is necessary for the products, you may contact our Group for cooperation with foreign partners. Please provide us with the following information:

• The company name and contact information;
• The name of the product(s) (as is marked on the label, in delivery documents, etc.),
• Russian OKP code (if available) and HS code;
• Requested Certification scheme: serial product, batch of products (with batch size indication) or single unit;
• Description of the product, including main functions and specifications;
• New or used product (year of production);
• The purpose of exporting: sales, own needs without alienation, advertising, as a sample(s), as replacement , or another purposes.

We may ask you to provide us with additional information.

Step 2. Results of investigation

2.1. If mandatory certification is required, we will inform you about procedures; required documents; an approximate price and time for certification.

2.2. If declaration of conformity is required, VNIIS will assist you (your clients) with registration.

2.3. If neither certification nor declaration of conformity is required, VNIIS will issue an explanation letter to the Customs (trade) office.

Step 3. Working for GOST R Certification (permissive documents necessary for importation, sale and usage will be provided

3.1.Applications for certification with the lists of required documents

If the offered terms of certification are suitable for you (your clients), VNIIS will send you the Application form(.doc) with a list of documents (and additional information) required for each product category.
The application form shall be filled in Russian.

VNIIS deals with other product categories (which are not included into VNIIS scope of accreditation). For that purpose VNIIS cooperates with its partners – accredited certification bodies. In each of the cases we will inform you about the procedures, required documents, approximate prices and time required for certification.

VNIIS is the “single Market access window” provider, arranging for receiving of all permissive documents necessary importation, sale and usage at the territory of the Russian Federation. Although such documents are issued by different institutions and Authorities of the Russian Federation, VNIIS will manage all the activities necessary for obtaining such documents.

1. Federal Agency for Technical Regulation and Metrology

In addition to GOST R certificates of conformity accredited organizations issue the following documents:

• Pattern approval certificate for measuring instruments;
• Explosion proof certificates;
• Certificates of conformity to emission norms for content of harmful substances (contaminants) in emissions of engines and vehicles;
• Gosstroy certificates of GOST R certification system – voluntary certificate issued for products used in construction.

2. The Federal Supervisory Service for Consumer Protection and Human Welfare (issued by Rospotrebnadzor).

The Federal Service (and its departments) issued Certificate of the State Registration - for conformity to unified sanitary-epidemiological and hygienic requirements for products of the Customs Union.

3. The Federal Environmental, Engineering, and Nuclear Supervisory Service issued permits for usage of specific technical equipment in dangerous industrial environments.

4. The Emergency Control Ministry issued certificates of conformity to fire requirements.

5. The Federal Supervisory Service for Health and Social Development issued registration of medical equipment.
