Currently, the keystone of standardization in the Russian Federation is the Technical Regulation Act. VNIIS is responsible for seven technical committees for standardization. The Institute actively participates in the development and review of major standards. As instructed by ROSSTANDART, VNIIS represents the Russian Federation in Technical Committee TC 176 of the International Organization for Standardizations (ISO).

The technical committees are the main echelon of the national standardization

Administered by VNIIS, are the following secretariats of the national technical committees for standardization:

TC 025, Quality of Grounds and Soils»;
TC 076, Quality Management;
TC 079, Quality Control and Conformity Assessment;
TC 320, Personal Protective Equipment;
TC 342, Public Services;
TC 347, Trading and Catering Services;
TC 412, Textile.

Despite a voluntary status of the standards in the Russian Federation adopted by the Technical Regulation Federal Act, standardization remains one of the key factors of the National policy. Standardization helps in establishing the rules for businesses to compete and improve the quality of innovations in the areas of the Russian economy regulated by the government. It also acts as a consumer and environment protection mechanism, helps to reduce the length of the production cycle and to reduce costs.

VNIIS is a major contributor to the development of Russian standards for the following industries:

Food industry
Textile and consumer goods industry
Safety products industry, including chemical safety
Quality management in the area of consumer services

The major elements of the Russian National Standardization System are Technical Committees. The national body for standardization, ROSSTANDART, creates and coordinates their activities.

By ROSSTANDART's order No. 4073 of November 12, 2009, VNIIS manages the technical committees for food and raw material industries.

At the same time VNIIS acts as an expert organization that, by order of ROSSTANDART, reviews the national standards developed by the Technical Committees in the areas of PPE, textile and consumer products, and also certain segments of the agricultural industry.

Besides, VNIIS undertakes to monitor the activities of the technical committees, their merger, restructuring and dissolution depending on their performance and according to the evolving international practices.
