The success of new Technical Regulations that are now being implemented in Russia will in part determine the success of the Russian economy for the coming years. The Regulations are aimed at creating of a healthy competitive market environment, while promoting innovations, eliminating internal and external trade barriers and harmonizing Russian trade policies with international practices.
Department of Scientific and Methodological Fundamentals of Conformity Assessment is the main department of the Institute to solve the totality of technical regulation problems.

The important aspect of the Technical Regulation Act is that it defines clear boundaries and areas of responsibility for the government and the business with respect to the safety and quality of products on the basis of a rational combination of the free entrepreneurship and the government regulation as well as harmonization with the international practices.
The government, based on the category of regulations called Technical Regulations, takes responsibility for developing and enforcing safe and acceptable to the Russian consumers sets of regulations and procedures for businesses to comply with these regulations.
The businesses, on the other hand, will be informed about the regulations and can use them throughout the life cycle of their products, beginning with development of the products, marketing them, sales, warranting, and utilizing.
VNIIS is actively participating in the development of Technical Regulations in Russia. In particular, the Institute developed a low voltage technical regulation enforced by Federal Act No. 347 of December 27, 2009. Several other regulations are also being developed by the Institute. The Technical Regulation Act has provisions for public discussions of Technical Regulations being developed.
